What Is An Employers Forum?
Community & Business Partners Limited set up the Employers Forums in 1988 to provide an opportunity for private sector companies to get together to share best practice and debate issues of concern.

An employers’ forum acts as a catalyst to bring together local employers who are joined by representatives from the Public Sector, Police, Groundwork and other agencies to discuss, debate and resolve issues of concern and possible future opportunities. This has brought benefits to both the communities in which they are situated and local industry by aiding business development and ultimately social and economic regeneration.

Who Benefits From The Initiative?

Everyone in Pennine Lancashire; Blackburn with Darwen, Burnley, Hyndburn and Pendle can benefit. Employers bring to the meeting important issues, often common to others, and solutions can be sought jointly and may involve the help of outside agencies and the local authority. Updates will be given on progress towards solving the issues at the following meeting.

What Will It Cost?
An investment in TIME and EFFORT by the employer is
essential for the employers forum to develop and grow successfully but this commitment is only required up to 3 times a year for 2 hours each time.

Examples Of Who It Has Helped?
The Economic Development Zone Forum has been actively involved with the Police and the Local Authority on such projects as the Business Wardens Scheme and Business Watch Scheme. This has resulted in a significant improvement in the area’s cleanliness, less vandalism and crime reduction. There have been improvements to signage across the areas and junction improvements at Whitebirk Industrial Estate.

The Darwen Employers Forum has given companies the opportunity to raise issues such as traffic, parking, reduced sales, vandalism etc relating to the Darwen Town Centre. The Police keenly support the forum and keep companies advised on policing issues in the town and the rural area and successful initiatives such as the Safe Haven Bus. Presentations on the work of ELEVATE and the successful Food and Drink Festival have been heard, which enable employers to get involved and benefit.


The Human Resource Managers Forum continues to progress and members discuss HR issues affecting the practitioners. They also ensure they are fully up to date with the constantly changing legislation through regular presentations by Senior ACAS Advisors. They make use of the network to discuss HR best practice; to let other companies know of any redundancy situations or posts available, as well as discussing topical HR subjects.
